TOBACCO RETAIL LICENSE
The City Council adopted a Tobacco Retail Ordinance and licensing program to ensure any business selling tobacco or nicotine products in National City is operating responsibly and in compliance with local rules. Under the program, retailers must obtain a City Tobacco Retail License (in addition to their required state and City business licensing), and new retailers face additional location and eligibility requirements, including approval through a Conditional Use Permit process.
The license is valid for one year and must be renewed annually (licenses run through February 28 each year, with renewals due by January 31), with a current application/renewal fee listed as $525. Licensed locations are also subject to annual business inspections and at least one compliance check every two years, and violations can result in fines and/or license revocation—all aimed at improving accountability and protecting public health, especially for youth.
