Community Safety
Every resident deserves to feel safe at home, at work, and in our neighborhoods. Jose will focus on reducing violent crime, addressing gang activity, and taking a firm, coordinated approach to preventing and prosecuting human trafficking—while supporting victims and strengthening trust between the community and law enforcement.
Key priorities include:

Strengthening the City’s response to human trafficking through training, reporting, and coordinated enforcement

Creating clear accountability so businesses that knowingly profit from or facilitate trafficking face serious consequences, including license action and closure through a lawful, due-process process

Expanding partnerships with regional agencies and nonprofits to support survivors with housing, services, and protections

Improving neighborhood safety basics: lighting, clean corridors, code enforcement, and rapid response
Economic Growth
National City should grow in a way that directly benefits the people who live and work here. Jose will support local small businesses, strengthen tourism, and invest in education and workforce pathways—while making sure major economic activity around our harbor and port creates real returns for National City, not just outside contractors.

Securing community benefit commitments (local hiring, training, infrastructure, clean air protections) tied to major contracts and projects

Restoring and expanding public access to the Bayfront so residents can enjoy the shoreline—not be blocked from it






Environmental Health
National City families deserve clean air, healthy neighborhoods, and a better quality of life. As a Council Member, Jose has led the effort to plant over 160 trees, elevated the importance of air quality, and played a key role in the denial of a proposed fuel transfer station—proving he’ll stand up for residents when powerful interests threaten our community.
Key priorities include:

Dramatically reducing air pollution with stronger monitoring, enforcement, and health-focused policies

Expanding the urban canopy by continuing tree planting and prioritizing shade in the hottest areas

Growing community gardens to increase access to fresh food and strengthen neighborhood connections

Pushing for cleaner operations, mitigation, and community benefits tied to port-related activity

Protecting residents from high-impact industrial projects that would worsen air quality and quality of life
